The Disgraceful Government of the Village of Pelham Manor - Part I

        Anger over the lawless actions by corrupt Village of Pelham Manor officials has consumed countless people since that rainy night on Boston Post Road a little over three years ago.  The cover-up, tampering with evidence, and ticket fixing points to two individuals: Village Manager John T. Pierpont and Soon-To-Be-Ex-Pelham Manor Police Chief Alfred Mosiello. ..... MORE....

        What started as an accident on the evening of November 15, 2011, quickly became a horror to the Pelham Manor community.  Respected Pelham Manor Police Officer Michael Tillistrand had been hit and almost killed during a routine traffic stop.  It was quickly determined that the driver of the vehicle that hit Officer Tillistrand was a Jillian Ruggiero, the daughter of Pelham Manor Fire Chief, Joe Ruggiero.

        As soon as the close-knit community of Pelham Manor mobilized to do what members of such groups do in times of need, a stunning horror set in.  Those who could went into cover-up mode; the "fix was in."  

        One thing is clear: proper police protocol was trumped by the wishes, direction and browbeating  of the Pelham Manor village manger, John Pierpont, and police chief Al Mosiello.  The only proper procedural component that can be identified is that the Westchester County Police were called to be on the scene, because of the exceptional circumstances (a police officer injured, possible conflicts of involved members of the local government/police)

        No tickets were issued to the driver that night, despite the specific direction of the responding County Officer to issue summonses to Ms. Ruggiero.  Everyone, of course, felt for Ms. Ruggiero as what had occurred had been an accident- whether or not she had been using her cellphone, and had been distracted.  Ms. Ruggiero's blood was tested and it was quickly determined that no drugs or alcohol were involved.

        New York Army National Guard Capt. Michael Tillistrand is a decorated war veteran, having served in Afghanistan where he received the bronze star.  Tillistrand's other awards include the Army Commendation Medal, the Army Achievement Medal, the Combat Infantryman Badge, the Parachutist Badge, the Afghanistan Campaign and the National Defense Service Medal, and the NATO Medal.  Capt. Tillistrand served in the New York City Police Department after receiving his Bachelors Degree in history from the University of North Carolina at Chapel Hill. 

        The issue of whether Ms. Ruggiero had been texting or somehow otherwise "distracted" was never fully explored because there always remained a question of which cellphone was actually with her inside her vehicle at the time of the accident (one theory suggested her phone was swapped with another at the scene, or when she was rushed off to get a blood test).  The Westchester County District Attorney's Office subsequently revealed that Ms. Ruggiero had, in fact, been using her cellphone around the time of the accident, but it could not be "positively" determined that she was using it at the actual time she struck Officer Tillistrand.

        Numerous members of law enforcement, and who were present at the scene, would later voice the opinion that it was highly improbable that anyone (including Ms. Ruggiero) would be chatting or texting at that time because of the nature of the scene: a light rain was falling, the glare of flashing police emergency lights, and the natural slowing of vehicular traffic on the busy state road.  

        However, one member of law enforcement who had been at the scene has stated in no uncertain terms that Ms. Ruggiero admitted to him that she had, in fact, been on her cellphone, adding, ".... she immediately jumped out of her vehicle with cell phone in hand after hitting Mike.  She admitted she hadn't seen him and then told [REDACTED NAME- a member of law enforcement] that she was in fact on her phone....."

        The passage of time may have proven just one truth from that November 15, 2011 night: that Jillian Ruggiero and Michael Tillistrand were both involved in a terrible accident.  

But The Truth Wouldn't Matter, Only Advancing The Cover-Up

An Overview of the many troubling events provides insight into the involved "Ticket Fixing,"  "Obstruction of Justice," Tampering with Evidence" and violations of Federal Law:

  1. Numerous officers who witnessed the accident firsthand were never questioned.
  2. Officers on the scene, and who actually witnessed Officer Tillistrand being hit by the vehicle, were specifically told NOT TO WRITE ANY TICKETS.
  3. The two tickets eventually issued to Jillian Ruggiero  9 months later, were not written by a member of law enforcement who had been at the scene of the accident.  (SEE TICKETS BELOW)
  4. The two issued tickets were "defectively" written.
  5. The vehicle driven by Jillian Ruggiero was owned by her father Joseph, and was evidence in the on-going investigation; that vehicle was brought to the Pelham Manor village garage that was run by her (the driver's) father. (Joseph Ruggiero gets one paycheck as fire chief, and another check for being the village mechanic) So, Joe Ruggiero had his own car brought to his village lift.  Journal News reporter James O'Rourke noted in his November 16, 2011 story that, "A silver coupe was covered by a tarp, perhaps to preserve evidence as it rained..." 
  6. At the time, the Tillistrand family was falsely advised that the vehicle was being towed to a facility outside the influence of Pelham Manor, to be inspected by a representative of the Westchester Department of Public Safety.  (SEE PICTURES BELOW)
  7. Village Manager John Pierpont told the family of Officer Tillistrand at the hospital that he was the village representative for the workman's comp. policy with PERMA, and that he was on the PERMA Board of Directors.  Pierpont, however, failed to reveal to the family any of the associated conflicts he had. 
  8. Pierpont's wife Dianna, who is a nurse, and who had joined him at the hospital were caught going  through Officer Tillistrand's medical charts in violation of federal HIPAA laws; Jacobi Hospital's Chief SICU doctor would confirm that a night nurse saw Dianna Pierpont performing a physical evaluation on the severely injured officer.
  9. Pierpont and his wife were escorted by security out of, and banned from, Jacobi Hospital. Previously, the Pierponts simply ignored the notice posted on the door of the hospital room that listed the names of those allowed inside, just 6 family members; the officer posted outside the room would not dare to question John or Dianna Pierpont.
  10. There is an on-going and active federal investigation into the Village of Pelham Manor Village Manager Pierpont and his wife's actions concerning Officer Tillstrand's medical records.  The many questions involving the tampering with evidence and the obstruction of justice remain unanswered.....  
        We invite those members of law enforcement to comment on what tickets SHOULD HAVE BEEN ISSUED that rainy night when an on-duty officer was nearly killed.

        The Village of Pelham Manor Mayor, Board members and, subsequently, their so-called "independent investigator" have always been knowledgeable of the above facts, but they still refuse to address the grossly improper (and illegal) actions of their day-to-day operations manager John Pierpont.

    Did you know that one of Pierpont's 15 jobs is TREASURE of Pelham Manor. He's a kleptomaniac, a complete thief we somehow got from Mount Kisco. How does Pierpont get fired for theft in Mount Kisco and wind up in the VPM?

  5. Maybe hire Pierpont's wife to teach a course on harassment. She terrorized that elderly PM resident at the 4 corners, then she had her husband order a police officer to run the guy's license plate (another crime). Then she berated the old man when he came out of the store.

    Deputy mayor schwarzfeld refuses to do anything about this. So if schwarzfeld is elected mayor he'll continue to cover up the crimes

Your investigator was paid to find nothing. More village money wasted. How is it the Pelham Manor Police could find the facts and you can not.   7. When a public official is made aware of a crime (Mayor Sellier - Deputy Mayor Schwarzfeld) with widespread ticket fixing, they are obligated by law to report these crimes. In this case, Sellier and Schwarzfeld need to report these crimes to the West. DA or NYS Attorney General. By failing to report these crimes, Sellier and Schwarzfeld have committed the crime of OFFICIAL MISCONDUCT.

    Furthermore, by taking the taxpayer's money and hiring a law firm to investigate these crimes, they (Sellier and Schwarzfeld) have MISAPPROPRIATED PUBLIC FUNDS- another crime. And they have also participated in a conspiracy- ANOTHER CRIME.

Work with the psycho that systematically destroyed the once fine Police Department?? The deputy mayor needs to go back and research all the wrongful terminations of officers and other employees. Look up all the good cops that transferred because of the corrupting ways of Pierpont. You are an enabler.

  10. Mayor Sellier SELLS OUT PELHAM MANOR, Schwarzfeld and the rest of the trustees that are lawyers. They all need to resign. They collectively attempted to cover up for Mosiello. The best interests of Al Mosiello were more important then the interests of the residents of Pelham Manor just like the corrupt lawyer/politicians in Albany. They simply take over and pervert the government. Wonder why Pierpont is corrupt? It's because Schwarzfeld and the rest of the board is corrupt. They breed corruption, like a cancer.

  12. I have lived in the Village since the early 1990's and have never had an issue with the Village Administrator nor any of the Police Officers. The person I am most concerned with out of all of these stories is the wife of the Administrator, Dianna Pierpont. First, there was the story of her following the elderly man to the store, and harassing him. Where did she get a badge? My mother was an RN for over 30 years, and worked in a VA facility. She never carried a badge.
    Now I see in this article that Ms.
    Pierpont and her husband entered a restricted area and carried on with this poor young man, who was in a coma. Over the course of my mother's career she was so very cautious not to make a mistake. Even making a minor error in math can cost a nurse their job. I am hoping someone knows who to report these incidents to, because I believe Ms. Pierpont is a few cc's short of a full dose, and a dangerous threat to those in her care.

  13. Did anyone mention that Chief Joe Ruggiero drove his daughter to the hospital that night? Ya no police escort. No Cuffs. No Breathalyzer test. Just take her from the scene to the hospital in his own car. Interesting.

  14. Those pictures prove RUGGIERO is TAMPERING WITH EVIDENCE. He's heartless and one way. Witnesses saw him working on the car attempting to MINIMIZE the damage. The car was evidence in a crime committed by Joe's daughter. So as officer Tillistrand lay in a coma coward Ruggerio is buy committing crimes.

  15. Fire THEIF RUGGIERO had 3 different job titles. Totally incompetent at each one. But all his pay goes into his fire department pension. In most parts of New York State this is called PENSION FRAUD.

  16. Did you know Fire Chief RUGGIERO has an UNMARKED chief's car. Is this so he can sneak up on FIRES?? No, it's so he can disappear, coach hockey- he's also spotted at casinos in CT. He's a degenerate gambler so he has to steal to support his habit. This is the only UNMARKED fire chief's car in NY State.

  17. Ask the village employees last time MECHANIC RUGGIERO did any work on village trucks, cars or equipment. This is a NO SHOW JOB that he gets a paycheck for (in addition to fire chief's check)

    But Ruggiero went right to work on his daughter's car after she almost KILLED POLICE OFFICER TILLISTRAND.

    QUALIFICATION: #1 you have to be A MAN and #2 INTEGRITY

    HE HAS NEITHER. He continues to coverup multiple crimes committed by Pierpont and RUGGIERO.

    A former prosecutor who lives in Pelham Manor believes Schwarzfeld is guilty of conspiracy. If elected mayor, Schwarzfeld may set a record like Lt. DONAHUE and be forced to resign.

  20. Well, well..... check out Pelham Plus, late yesterday the spineless, lying hack (Randy Sellier) announced that Jeff Carpenter had been promoted to lieutenant, and he'll be in charge of the VPM PD.

    Remember that Scott Carpenter (Jeff's brother) was forced out of a PD job by Mosiello and Pierpont. So, Pierpont, Sellier and Scwarzfeld are up to their time-tested slimy tricks of BUYING SILENCE.

    Promote Jeff Carpenter to keep him silent about how they screwed his brother Scott.

    You can start by arresting Pierpont and his sidekick Ruggiero. You know first hand about ALL their crimes, but for now just focus on the Tillistrand TICKET-FIXING, OBSTRUCTION OF JUSTICE and TAMPERING WITH EVIDENCE.

    You'll have to pull in extra guys for crowd control because there will be dancing in the streets of Pelham Manor.

    You will not only be a hero in Pelham Manor, you will be on the front page of EVERY newspaper in America.

    Then you can re-hire your brother Scott who, as you know, was screwed out of his job by Pierpont

    The criminal trial will have to be in Nebraska as those mutts will not be able find an impartial jury east of the Mississippi

  22. The new Lt has a almost impossible task ahead of him thanks to Pierpont and Mosiello. Combined they brought down the only functioning dept in the village. Pierpont runs the police dept, fire dept and the dpw. As the Lt, Carpenter will have to navigate dangerous territory. The question is does he know how. I would assume the answer is no. How can he as he was never in administrative post. I would hope he is aloud to reach out for help to whom ever he feels appropriate. He should find someone who he trusts to assist him in the running of a police department. There are 28 officers with 28 personalities who need a knowledgeable leader to guide them through the next 6 months. I believe if he can learn the right way he will be ready to move up to the position of Chief of Police in time. Do what you need to do Lt.so your career and the careers of the men under you flourish. You have 6 months or you will loose them. God Bless.

  24. Residents have been paying for Fire Thief Ruggiero's Automotive Repair Business. ANOTHER REASON OUR TAXES ARE THE HIGHES IN THE COUNTY ! But have no fear, Mayor Sellier and Schwarzfeld will hire a law firm to do a criminal investigation.
