        A recent mayoral debate failed to mention two haunting words: Pierpont and Tillistrand - the big  cover-up scheme involving lawless village administrator John Pierpont and the horrific event that almost left on-duty Pelham Manor Police Officer Michael Tillistrand dead.... MORE.....


News 12 Westchester has reported that Former Pelham Manor Police Chief Al Mosiello has hired a lawyer.  The are numerous reasons why Mosiello would hire a lawyer; four scenarios have been mentioned by informed sources, but none can be confirmed....

I find it funny that they slandered Officer Paci for "faking" his PTSD and then tried to make Officer Tillistrand as their champion of Pelham manor PD. they then seemed to forget to mention that Officer Tillistrand left PMPD to go to a another Department. (which i am fine with him leaving after what happened). I am hoping the turning over the mayor position to someone who has not been corrupted by the ladder system will help the moral of the village.

  6. Officer Tillistrand was smart to leave the Pelham Manor Pd. He is a great cop and when he got better he understood what the chief did to him. His mother and father said after their initial meeting with the so called chief that they knew he was not on their sons side. The chief moron told the parents they did not need a lawyer. So they immediately called one. The fix was in they were 100 percent right. The story has been told on and on and its all true. The car was hidden and worked on by the fire mechanic chief, the phone the girl was on was not taken by order of the police chief. The tickets issued to the fire chiefs daughter were dismissed. The detective who was told by Pierpont and the chief to get rid of the ticket {he did not] was then demoted. We can go on and on. See you in court Pelham Manor.     Pelham Manor police chief withdraws retirement

    Alfred Mosiello, forced to step down over racist emails, withdrew his retirement application last week.

    The Pelham Manor police chief forced out of office because of racist emails withdrew his state retirement application last week, The Journal News has learned.

    What impact, if any, that had on Alfred Mosiello's employment status with the village was not immediately apparent as officials did not return calls and emails.

    John Murtagh, a lawyer representing Mosiello, declined to comment Monday, saying only that he expected the matter for which he was hired — which he would not identify — to be wrapped up "soon." He too did not return repeated email and phone messages on Tuesday.

    Mosiello informed village officials on Feb. 13 that he had worked his last shift that day, was taking two weeks vacation and retiring effective March 1.

    But the chief did not submit his retirement papers to the state until Feb. 18, moving his retirement date to March 5 because the state requires at least 15 days between the submission and the date of retirement.

    That kept Mosiello on the village payroll at least through March 4. As of Friday afternoon, the village's Chevrolet Tahoe assigned to the chief was still in his Mahopac driveway. It was back at police headquarters on Saturday.

    Mosiello was entitled to withdraw his retirement application up until the effective date of retirement. A spokeswoman for the state Comptroller's Office said Tuesday that Mosiello had done so before last Thursday.

    Mosiello forwarded the offensive emails to fellow officers and others in 2010, 2011 and 2012. Four of the emails provided to The Journal News last month included two crude jokes implying blacks were prone to incarceration and reluctant to work. Another email said a black woman was her family's breadwinner because she kept having children so that her mother could be paid by social services to care for them. The fourth compared the finances of "Jose Illegal," a Mexican immigrant paid under the table, to "Joe Legal," who paid taxes on his salary.

    The Board of Trustees learned of the emails in December, and in mid-January suspended Mosiello without pay for two weeks and docked him 25 vacation days. But he was allowed to keep the $187,000-a-year post, which he had held since early 2007.

    He returned to work in early February. But within days of the emails being made public, Mosiello submitted his retirement letter, apologizing for his "thoughtless act" that had made continuing as chief "impossible."

  8. I just finished watching the candidates debate. I, as well as your new Police Commissioner am a highly trained law enforcement officer. My specialties are interviews and interrogations, trained to detect specific traits and subconscious movements that people perform when they are being less than truthful. If Mr. Schwarzfeld is elected, Pelham Manor is doomed. I counted and or recognized at least 92 different instances that he was less than truthful. Take a look at it Mr. Commissioner. He is not being truthful.

  10. Why would anyone mention Tillistrand or Pierpont at the debate? It isn't like anyone has made any allegations against Pierpont in a reputable rag, like Pelham Weekly. By the way, do they happen to keep all the questions submitted to the candidates?
    I would really like to see the submissions that asked about duties other than snow removal. Maybe someone submitted a question or two about how a board has a duty to the public to carry out a full investigation into allegations that the chief of police and the village manager had committed misconducts or violated the rights of individual.
    Did anyone keep tabs on how many questions were directed at each candidate, and how come Scharzfeld happen to have the exact paperwork needed for one of his answers?

  12. I was reviewing various articles that pertained to the recent events that had taken place in Pelham Manor. In a statement made by Mr. Schwarzfeld on Tuesday February 17, 2015, he stated, "it became apparent that the Chief had lost the support of the community. Accordingly, last Friday, the Board requested and received the Chief’s resignation."

    First, why, Mr. Schwazfeld, did it only dawn on you and the board that the chief of Police had in fact done something heinous, only when you realized the chief had lost the support of the community. Wasn't it apparent to you as an individual and alleged leader of the community that the chief's misconduct was outrageous enough to have warranted removal?

    A leader leads. When a community leader is operating with significantly more knowledge than the person on the street, it is their duty and responsibility to make decisions according to their convictions. Waiting to see the public's reaction, in order to gauge one's decisions is not leading. It is cowardice.

    The second issue I noticed in my review was the retirement letter submitted by Mosiello to Pierpont and I am guessing the Board of Trustees. Two lines that stand out are, "It is with deep regret that I write to advise you of my retirement as Police Chief... (and) ...My retirement will be effective March 1, 2015."

    Funny, Mr Swarzfeld stated that the board had requested and received Mosiello's resignation. I am sorry, but I do not see the word resignation anywhere in the letter that was submitted to the Pierpont, and subsequently made it to the media.

    Did Mosiello pull a fast one? Has the chief's presentation of himself all these years been a ruse? Is he actually intelligent, and did he pull the wool over Pierpont, Schwarzfeld, and the entire board of trustees eyes? I am not an attorney, but I know the difference between the meanings of the words resignation and retirement, and I have a feeling so does Mosiello.

    Seeing as the chief did not resign, which left him the opportunity to pull his retirement papers, and remain on the village's payroll, who will take responsibility for leaving the village vulnerable to having to pay the chief's inflated salary and/or pay for the possible lawsuit the village may face, now that the almost former employee has returned with a vengeance?

    The board has only two choices, to admit they are complicit or to state they are incompetent. Either way, it is the Taxpayers of the Village of Pelham Manor, who will pay the price.

  13. How about disciplinary charges against Al. Clearly his actions are Conduct Unbecoming. Police Officers in the village do there job and get acussed of untruthful allegations and forced to resign. This is not fair and this is the reason why there are numerous police and others standing up for what's right. Justice will be served. Pierpoint pack your bags you are hated by everyone.

  17. Does Mr Davis know he can not bring in a police chief to Pelham Manor. Or did the uniformed board know that. The board lied to Mr Davis he has no job to do. What a farce. The BS never ends. Why does the new mayor not challenge these lies.? Why does her campaign people inform her of the law regarding the promotion of a police chief from the Pelham Manor Civil service list which does not exist. A chief from anywhere but from Pelham Manor PD can not I repeat cane not happen.   18. It is unfortunate that Mr. Davis comes into this mess at a time when so many truths have come out about the Board of Trustees of the Village or Pelham Manor, John Pierpont, Fire Chief Ruggiero, and the on again off again Chief of Police, Alfred Mosiello.
    Mr. Davis looks to have a descent background, which is possibly an understatement. He served in the FBI, and appears to run a successful investigative and security business. The issue he faces is that the public's trust has been breached by the actions of other village officials and appointees. The responsibility of appointing a new chief of police falls mostly on his shoulders, because of his background in law enforcement. I hate to be the cynic, but be careful Mr. Davis, the village needs a good fall guy.
    Mr Davis, I know you know your business, but I will give you a little advise to help speed up the process of finding the new chief. Run a credit check!!! It is cheap and easy and will probably leave about three candidates to further investigate. Then, go ask the management of the various stores at the bottom of the hill, what they think about the those left on your short list.
    The rest of the pieces will fall into place.

  20. Another day more money wasted. The racist police chief is still getting paid after he retired. Is the village board sick? Why would you keep paying the person who ruined the once proud PMPD? This is crazy what a disgrace. How much is the settlement he is extorting from you going to cost the tax payers?. Remember it is illegal to boost a persons pension. I am sure the PBA will make a foil request to show the residents just how much he received as a gift to keep his mouth shut. Remember Mosiello destroyed the police department with Pierponts help> he fired 15 officers why should he get rewarded with the taxpayers money for the rest of his life. Put off the settlement until the new mayor gets in. She won't give away your money to a racist pig who should have been fired.

  21. I can only think of 2 reasons why The Village Board is allowing this circus to continue. 1) They are just plain STUPID or 2) They are in on the whole scam. Hello Village Board. According to Swarzfeld, the village requested Mosiellos RESIGNATION. Mosiello then RETIRED. (NOT RESIGNED) Oops Mosiello forgot to submit his papers on the date he promised. Mosiello then has to be reminded by THE JOURNAL NEWS that he is no longer chief,he must return his Village vehicle and Firearms. Mosiello returns village property(allegedly). Mosiello retains lawyer and pulls his RETIREMENT PAPERS. Mosiello never returns to work. The Village Board is made up of LAWYERS? COME ON. MY 90 YEAR OLD GRANDMOTHER WITH ALZHEIMERS DISEASE COULD SEE WHAT IS GOING ON HERE. DISGRACEFUL

  22. I certainly hope that all the residents and taxpayers of the Village of Pelham Manor understand how important the election is today. Each vote truly counts in such a small village, and an election may be won by one vote. The future of the Village is in each of our hands.

  27. Although I do not personally know the mayor elect I and my friends in the village voted for her.The ladder system may have worked at one time but of late it has not. We residents want a change and the vote tally shows that to be a fact. You can not have Manhattan lawyers running the village. They are way to busy at work to be up to snuff on all that goes on in the manor. They leave that to Pierpont who may be a good manager of money but he seems to be terrible at the human factor of running the village. I have had contact in the past with Chief Carroll and Chief Cusano they cared about the residents in the manor. Where are these two public servants when you need them. I know they loved the manor and did whatever they could to help the residents with there needs. Bring them back you will she the PD shine again. Pierpont on the police commission is like having the fox in the hen house. What a terrible idea that was. Bring the two ex chiefs back let them teach the new LT Carpenter the ropes that is the only real answer to the police issue.

  28. Chief Carroll passed away several years ago. Chief Cusano is a personel friend of Lt. Carpenter and would be the only one that can teach the new Lt. both the Lt. job and the Chiefs job as he held both for quite some time. He is presently a successful business man and would be the perfect choice to help show the Lt. the ropes. But of course that would make to much sense so that would never happen. The stupidity goes on and on. Please Ms. Mayor do not let the other board members rub off on you. You have a great officers in the PMPD who just need a little guidance. Good luck PMPD.

  30. According to Never Been Neal, the Village dispensed with a few malingerers and a couple of racist street cops over the last few years. Now, the Village Board sees fit to keep an absolute embarrassment and racist on payroll.

    Does the Village Board believe it is equal treatment under the department's rules and regulations and the Westchester County Police Act, to have done what they did to so many officers, and then keep the highest paid employee of the department on the dole? Does anyone think it is fair that Mosiello Sr. is sunning his toes in the sand on the Taxpayers' dime?

    Mark my words, as soon as Mosiello Sr. has taken the Village for all it is worth, he will apply for a disability retirement based on a psych/stress claim. He will not be able to put in a claim for a physical disability, because one has to have in fact done something during their career to have been hurt.

    The residents have spoken and Never Been Neal is no more. Now it is time to rid the Village of Laptop Johnny, so the Taxpayers can stop hemorrhaging money to creatively pay off coconspirators.
