The Disgraceful Government of the Village of Pelham Manor - Part II

        Hundreds of Thousands of Taxpayers' Dollars 
to Favored Law Firm

        Using taxpayer dollars, the Village of Pelham Manor village manager, John Pierpont, has funneled millions of dollars to favored lawyers, and all after he creates and/or expands "legal" issues that require costly legal representation.  When you think of John Pierpont, think: Shelton Silver- the embattled "public servant" who diverted million of dollars of public funds to those favored associates in the legal community.....  MORE.....

        In the documentation below, we see that The Thomas M. Bona Law firm has been a favorite of corrupt village manger John Pierpont for many years.  In one bizarre and twisted action against one Pelham Manor homeowner, their legal problems with John Pierpont finally disappeared after they (the homeowners) hired a Pelham judge's daughter to be their attorney.

        Years later, John Pierpont would heighten his game on homeowners.  In one lovely case in 2012, John Pierpont hired the high-end law firm of Wilson, Elser, Moskowitz, Edelman & Dicker in White Plains regarding allegations of village code violations against a doctor resident and homeowner.  The good doctor was no match for Pelham Manor village manager John Pierpont.  

        According to court records, John Pierpont orchestrated: "On or about [the] 21st day of September, 2012, the Pelham Manor Police Department executed a search warrant issued and signed by Town Justice John Dechiaro on September 19, 2012 on the Defendant's property.  The police observed that construction was still ongoing.  Photographs of the construction were taken as well as construction materials."

        Rather than have the alleged violation process first work through the local court, John Pierpont chose to get a search warrant to enter the doctor's home in September of 2012, and then two months later, in November of 2012, file appropriate court papers.

        But back to the homeowners' hundreds of thousands of dollars to The Thomas M. Bona law firm as arranged by John Pierpont.

          In a May 20, 1999 letter from John Pierpont to attorney Jennifer A. Pasquantonio (See page 1 below), Pierpont suggests, "The simplest way to resolve this issue is for your client to permit an inspection of their home.  It is their right, of course, to refuse an inspection...."  (Unless, of course, John Pierpont gets a judge to sign a search warrant !)

          Judge Pasquantonio's daughter, attorney Jennifer Pasquantonio responded, in part, "Ironically, the notice herein was issued the day immediately following a hearing with the Town of Pelham where the Scholoss' sought a reduction in taxes."  (See page 2 below)

        Beginning at least since a letter dated October 11, 2001, attorney Anthony M. Napoli of the Thomas M. Bona law firm writes to his client, village manager John Pierpont.  And those legal fees in this one case alone went on for years.  (See pages 3, 4 and 5 below)

        So special is the financial relationship between John Pierpont and the Thomas M. Bona law firm that John Pierpont would use those very same lawyers to fix the tickets against the driver who almost killed an on-duty Pelham Manor Police Officer.  (CLICK HERE TO SEE THE RUGGIERO-TILLISTRAND STORY)

        In fact, Village of Pelham Manor attorney Anthony Napoli has been accused in court filings of advancing "a fraud upon this court [Eastchester], the administrative court and Eastchester Town Attorney Robert M. Tudisco when he [Napoli] caused the transfer of the Ruggeri [sic] Matter to the Eastchester Town Court [from the Pelham Court]."

        In addition, Eastchester Court filings, in February of 2015, also reference, ".... witnesses to the known and on-going investigation concerning attorney Napoli, village manager John Pierpont and Pelham Manor police chief Mosiello and the fixing of tickets."

        Specifically, a September 11, 2013 Eastchester Court transcript shows the Eastchester prosecutor advising the judge that he had been in touch with, "... [Pelham Manor] town attorney Tony Napoli [who advised that the Village of Pelham Manor] would not be seeking to have the court overturn [the]  initial dismissal [of the tickets from the Ruggiero-Tillistrand accident]."  (Previously Eastchester Judge Porco had dismissed the Ruggiero tickets, before he (Judge Domenick J. Porco) was pushed off the bench for fixing tickets.   (See pages 7-13 below)

  2. Let your readers know that various law enforcement agenices have the names of more then dozen complaints, dealing with the criminal conduct of MOSELLIO, PIERPONT FIRE THIEF RUGGIERO. NEED UNDERSTAND COVERING UP A MURDER STEALING MAYBE IN THE MILLIONS BY Pierpont And RUGGIERO have some of these complaints living in Fear

Being a friend of many of the officers, who had found themselves in Laptop Johny's crosshairs, I am very familiar with the amount of taxpayer money that has been spent on getting rid of the enemies of the state. Some of the tactics employed to go after and starve out Police Officers and their families are as heartless and brutal, as they were costly.

    Take for example the proceedings and termination of Officer Christopher Laird. Laird served the City of Mount Vernon PD and then transferred over to Pelham Manor. Laird was considered by many to be one of the best cops they had worked with. Laird made the mistake of serving on the Pelham Manor PBA board during a time, when Laptop Johny's was not happy, becasue he was unable to bully or buy the union board. So, Laptop did what he does best, he called his labor attorney and went after Laird over the interpretation of a phrase in a doctor's note for an on the job injury. Laptop and his little friend, the Thief of Police, eventually terminated Laird.

    Go to a board meeting and ask how much this one cost. I am sure they will tell you it is a personnel matter that can not be discussed, especially the part about Laird having a wife and small children.

    Then, let's look at another officer, who I will not name. This person was diagnosed with job related psychological issues by his own doctor, which was corroborated by more than one doctor the village ordered him to see. Well, I guess Laptop Johny saw the department's doctors' reports, because shortly thereafter he brought in his favorite brown shirt attorney, who worked diligently to come up with a way to go after this officer's job, reputation and credibility. I know this because I have seen that lawyer's work product on this officer and trust me, the $700.00 an hour attorney left no stone unturned. It took the Laptop Johny and his Police thief another five years to finally take that guy down on unrelated issues.

    Again, go to a Village Board meeting and ask what the rationale is for spending this kind of money on harassing employees. Disregard, there would have to actually be a Village Board meeting to do that.

    Never forget Mrs. and Mr. Pelham Manor Taxpayer, Laptop Johny has the time and resources to go after anyone he wants, and over the last ten years he has had your money and a Village Board to back him all the way.

  6. Have there been any government meetings since the announcement of the Police Chief Suspension. No meeting since this fall-out. Can we really expect these issues to be addressed in the upcoming election.

  7. Good to see "Fredo" Mosiello forced out of his job. He was John Pierpont's tool from day one. The two used any means they could come up with to force senior and unwelcome employees to resign and/or retire. Some they just fired.

    John Pierpont has a special problem with PBA and union rep's or any employee with job related injuries. God help a person who is both. Maybe its because the union took him to arbitration and to PERB. It could because of the conflict of interest he has being the village manager and being involved with PERMA, the workers comp carrier the village uses. Either way, it was Pelham Manor Taxpayers footing the bill for his private war.

    It could be possible he just does not like cops due to his prior legal troubles. Ask any Mt. Kisco Police employee, who has been around since Pierpont was employed by that municipality what they think of him? It will not be good.

    Did the Taxpayer funded independent investigator look into any of this? Although the board doesn't state so publicly, I was informed the information that was presented to Sellier and the investigator was aimed more at Pierpont's misconduct than that of the Chief of Police. I guess it didn't matter what was presented, if the fix was in.

  9. Let me tell you about my own run-in with Pierpont and his construction bullying tactics. I was recently setting up a dog house in my back yard for my mutt because the house is too warm for him in the winter. I was happily working away in my back yard, getting the footing placed just right, when Pierpont came up and had to insert himself in the situation. He had the nerve to tell me that my dog house needed some insulation and that my mutt would freeze outside without it. I told him there was no way I was going to put asbestos in my dog house for insulation, my mutt has weak lungs and asthma as is! My mutt loves the cold! Anyway, I got my dog house all set up and my mutt was loving it. About a week later, after that recent cold spell, Pierpont came back to check on the dog house but the mutt was already inside. I tried to tell him my mutt didn't want to leave his dog house but Pierpont wouldn't have it. My mutt was so comfortable in his house his tongue and paws had frozen to the footing. I had dig around in my garage just to find a shovel so I could move my dog! What nerve Pierpont has thinking he knows how to properly build a dog house and care for my mutt!

  10. Is funny that village has all this money to pay lawyers to harass employee's and pay big salaries, but not enough to purchase new fire trucks. Guy gets hurt on a police stop and it's all hands on deck to see if he can be fired. Village has had the same fire trucks since mid 90's. Then they only buy used trucks that other people are throwing away.

    Maybe the fire THIEF lost them in one of him and jihad Johny's daily card games. Guess we will never know.

  11. I was one of the officers forced out of PMPD by Pierpont and Mosiello. I had 20 years of service, numerous decorations and not one formal disciplinary action in all that time. Days before my retirement was official they served me with charges and effectively fired me when I refused to resign. Most village employees careers end in situations like this since Pierpont has been in charge. Dignified retirements are sadly a thing of the past in the Village of Pelham Manor.

  12. Maybe there is something to the Eastchester connection. I spent time on the PBA board and distinctly remember many grievances and hearings transferred to attorneys and judges in Eastchester. Every hearing won by pierpont and MOUSEY yellow. I believe the names were Callanan and Grant.(hearing officers) any body in Eastchester know these guys?

  13. No one retires in Pelham Manor they are booted out the door under duress. How can 12 officers who did not want to retire be forced too. Because Pierpont threatens to fire them so they will lose their health care which they worked 20 to 30 for. Loyal employees of The Pelham Manor Police Department. None of them wanted leave that is correct none of them. The officers should get together and sue the village. Get on the stand and tell your story. Over and over the same pattern. The same story and the same results. The result YOU WERE FORCED OUT!!!!!!!!!!!!!!!!!! ALL THE SAME WAY!!!!!!!

  14. It was a great job until Mosiello and Pierpont destroyed it. All bosses have there favorite employees who may get a little extra gravy. These guys have/ had there chosen rats and suck ups. If you were/are not one of them they are out to get you. Any good young officers who works there are crazy if they don't transfer to another department. The Boogie man will get you!!
